Crisis on Doona

On an agricultural planet settled peacefully by humans and an alien race, which serves as a test case for a treaty of peaceful cooperation between the two species, two lifelong friends, one human and one alien, are framed for a series of crimes by forces within each species' government which do not want such a treaty to be signed.
