The Conscience of the King

A touring Shakespearean troupe's star draws Kirk's suspicion: he may be Kodos the Executioner, the governor who ordered a starving colony's citizens culled twenty years earlier, and as surviving witnesses begin dying, Kirk must confirm the actor's identity before more blood is spilled.
