The Romulan Prize

Hermeticus II is obscure enough that most of the Federation has never heard of it, until a Romulan spy does, and builds a conspiracy around the secret hidden there. Picard's routine patrol turns up a dormant Romulan Warbird prototype instead, and unraveling why it's there drags the Enterprise-D into a plot that threatens to destabilize the whole Federation.
