From the Depths

Okeanos was settled generations ago by Federation separatists, and now its water-world colony is splitting apart between the original settlers and their ex-Federation neighbors, with a Klingon advisory team already on the ground stirring the pot. When a floating city is destroyed and Kirk is charged with sabotage, Spock and the crew have to clear him while surfacing a secret Okeanos has been hiding since its founding.
